Slovenia takes action against the crisis: anti-crisis measures save many jobs

Michael Roberts - 08.03.2010

the Government of the Republic of Slovenia approved two reports on the partial subsidising of full-time jobs and on the partial reimbursement of payment compensation. These are two key anti-crisis employment measures that have helped to save a number of jobs.

The Act on the Partial Subsidising of Full-Time Jobs was passed in January 2009 to cushion the effects of the global economic crisis and save jobs. At first, the measure was expected to be in effect for six months (i.e. employers were given six months to apply for subsidies), that is until September 2009; however, the deadline for applications was extended to 31 March 2010, so employers still have time to apply for subsidies which they may receive until 30 September 2010.

A total of €230,400,000.00 of budget funds was originally earmarked for the subsidies, but after a second budget amendment, the figure was reduced to €53,000,00.00. By 31 December 2009, 842 contracts were entered into, covering 64,807 workers and totalling €42,192,710.00, of which a total of €25,480,575.00 has been paid so far.

The Partial Reimbursement of Payment Compensation Act, which was passed in June 2009, regulated the partial compensation of salaries to workers in all companies that are currently unable to provide work.

At the time of the second amended budget, €47,619,661.00 were earmarked for the purpose. Total payments by 31 December 2009 amounted to €6,749,996.12 (including reimbursements up to the end of 2009, a total of €6,777,319.56 was spent on partial reimbursements). The government has earmarked €41,646,770.00 for 2010.

By 31 December 2009, 610 applications, with a total value of €55,175,631.17, had been submitted on behalf of 15,738 workers, while 418 contracts, with a total value of €69,719,212.46, had been entered into for 16,277 workers for the partial reimbursement of payment compensation, and €10,535,960.00 for the reimbursement of training costs.
